Ricardo was appointed in 2013 by Qatar Railways Company to be the Independent Safety Assessor for the delivery of the new Doha Metro.
The metro comprises 3 lines - Red, Green and Gold - along a 76km route featuring elevated, at-grade and underground sections. Once operational, the system will operate at GOA level 4.
The role performed by Ricardo covers the infrastructure, railway systems, rolling stock and the operating rules.
Our team has worked with Qatar Rail to ensure that the railway meets its safety requirements and legislation, and we are part of the approvals process reviewing readiness to commence operation for dynamic testing, trials and passenger operation.
Given the scale of the project, it involves many contractors/consortia and stakeholders, and our role has been to determine the level of scrutiny required on the safety processes being performed by the principal contractors in the development. We have also worked with Qatar Rail to focus the ISA activities on aspects where the most scrutiny is required to ensure that safety is properly considered and demonstrated.
As various lines have moved closer to operation, our work has focussed on reviewing the remaining safety issues to establish which elements must be addressed prior to commencement of operations, and, at least initially, which issues can be managed via limitations, or conditions on the operation.
Our experience with large infrastructure projects is that at the point of first operation, many different issues across different parts of the railway need to be reviewed to establish how they can be controlled so that risk is minimised to meet safety goals in the short term, to meet the deadlines for delivery, and agree achievable plans for close out.
The first section to open for passenger servcie was on the Red Line in May 2019. Additional sections of the Red Line, and of other subsequent lines, are being brought into service with the aim of completion in 2020.
In addition to the ISA work on the Metro, Ricardo Qatar is performing a similar ISA role on Lusail Tram, and the Education City Tram system.
