We are performing Notified Body (NoBo) services for the Central Section of London’s Crossrail. The role extends across the design, construction, testing and commissioning of the various structural sub-systems, including the 21kms of twin-bore tunnels.
As one of the first large-scale railway projects in the UK to be built and brought into use in accordance to the interoperability specifications, our experts are also undertaking ‘pathfinder’ roles. These involve advising on the extent to which regulations — both existing and emerging — apply, and on the development of any specific Technical Rules, as and when necessary.
Crossrail is currently Europe’s largest construction project and will bring extensive benefits to London’s transport network.
Once services commence in late 2018, Crossrail will add 10% to the capital’s rail capacity and bring 1.5 million more people within 45 minutes of the city’s main business districts.
What is a Notified Body (NoBo)?
As part of Europe’s drive towards harmonizing standards and promoting competition across its rail networks, the EU has produced legislation — in particular the Railway Interoperability Directive 2008/57/EC — aimed at standardizing relevant interoperable elements of railway rolling stock and infrastructure across member states.
For rail developments such as Crossrail, the specific detail requirements are set out in the Technical Specifications for Interoperability (TSI).
The UK transposed the 2008/57EC directive into UK legislation as the Railways (Interoperability) Regulations 2011. These regulations require that relevant elements of the project’s designs are verified for compliance to the requirements contained within both the TSIs and the Notified National Technical Rules (NNTRs). For TSIs, the verification is performed by a NoBo, whilst for NNTRs it is performed by a Designated Body (DeBo).
